The number of years in the future that in the is being designed.

The first year of the Design Horizon.
Index Year Population
The total Poplulation of the Index Year.
Index Year Workforce Participation Rate
The percentage of people in the Workforce as a a part of the Index Year Population.
Index Year Unemployment Rate
The percentage of people in the Workforce that are Unemployed as a a part of the Index Year Workforce.
Index Year Economic Base Jobs Rate
The percentage of the Employed Index Year Workforce that holds an Economic Base Job.
End Year Population
The total Population of the Economic Jurisdiction at the end year of the Design Horizon.
End Year Workforce Participation Rate
The percentage of End Year Population that are in the Workforce in the Economic Jurisdiction.
End Year Unemployment Rate
The percentage of people in the Workforce that are Unemployed as a in the Economic Jurisdiction at the end of the Design Horizon.
End Year Economic Base Jobs Rate
The percentage of the Employed End Year Workforce that holds an Economic Base Job.

A systematic approach for local economies to measure the effectiveness of allocated resources to desired outcomes.
